Postal Service seeks $2 billion to offset costs Rate increase is other option: Miami Herald WASHINGTON (Oct. 31) The cash-strapped U.S. Postal Service will ask Congress for at least $2 billion to help pay for safeguarding the nation's mail against terrorism, Postmaster General John Potter told congressional leaders on Tuesday. In separate hearings before the Senate Committee on Governmental Affairs and the House Government Reform Committee, Potter described an agency besieged by debt, frustrated by terrorism and struggling to maintain the morale of its 800,000 employees.
